Shop has 4 wrong axle seals

I took my 08 Yaris hatch, manual shift to get a leaky driver axle seal fixed. The shop took 5 days because the first 2 seals were wrong and they ordered a seal from Toyota dealer which was wrong too. They ended up saying the original seal just had dirt under it and reused it. Yeah, I didn't like that but they guaranteed it. It leaked right away so they ordered another seal and back I went. Yep, wrong seal and a waste of time. They now ordered another seal from Toyota and the Toyota dealer guy says he knows what he did wrong the first time. Why is this such a problem? This is a common replacement part isn't it? I am getting real tired of this and them reusing the original seal is something I've never heard of.
