No the plugs still looked normal, but the exhaust tips would turn black and sooty in a very short period of time after cleaning them. I know the system was trying to compensate for a lean condition because the O2 sensor would only read up to .49V. That's only half way up the available range.

The tech stream computer is toyota's diagnostic computer the dealers use. It's capable of adjusting anything the ECU can control. You'd need a flow bench to test injector balance.

I forgot to add that I did a compression test. Cyl.2 is 20psi low and Cyl.3 is 10psi low compared to 1 and 4. Adding oil didn't make a dramatic difference so my problem is mostly likely valves.

Flow bench? I guess if you want to be exact. A balance test should be good enough with a fuel pressure gauge, as long as the pressure drop across all four injectors is within 1psi of each other.
