Cold air is more dense and harder for fuel to vaporize due to the cooler engine temperature.Fuel in liquid form does not combust,this creates poorer response when the engine is still cold. There are number of factors, temperature , altitude and humidity seems to be the big ones,I find when my engine gets heat soaked or coolant temperature goes above a certain temperature the car tends run sluggish.Also on warmer days car runs bad this is all due to the poor air density.
