Fuse Shorted?
When I turn on the headlights in my 09 Yaris, the only thing that will light up is the clock on the dash. None of the radio, hvac controls or rest of the speedo features will light up. Is this a case of a shorted fuse?

The term is "blown", not "shorted". Check your dimmer rheostat position - It sounds like it is turned all of the way down.
