ELECTRIC POWER STEERING WHINE????

I have this ever slight whine when the steering wheel is off center.. never notice this before just a little annoying..i notice that if its off center ill hear the noise..not loud at all but enuff for it to be annoying.. with electric power steering i have run into battery need recharging or replacement..

also i recently notice that 2 out of 3 time i start the car i have to hold the key switch turned for the car to start unlike before turn/click and release will just start the car..... anyone??

It may very well be a weak battery. The EPS draws a very significant amount of power when the car is moving slowly.
