Brief grinding noise from the driver side front wheel at around 20~25KPH

Hello guys, I have had my 2009 Yaris hatchback for a year now. I got it with 102K KMs on the odo. It always had this problem but didn't pay much attention to it.

I can always here this brief grinding noise from the drive side front wheel right about 20-25KPH. Usually this brief grinding noise coincides with the passenger seat belt warning sound. It's very brief tho. Like something was stuck together and is finally letting go.

Interestingly it only happens when I start from engine off. It doesn't happen in traffic. But if I stop, turn off the engine, turn it back on and drive again, the sound is there.

Any ideas to what might be causing this?
