Wiper Sync Issue

Having trouble finding a good source to troubleshoot a problem I recently begun having. Hopefully I can explain it correctly.

The driver side wiper blade of my 2007 Yaris is out of sync with the other wiper. First thing that usually happens is my passenger side wiper blade engages before the drivers side, so that when the driver side engages it ends up running into the bottom of the passenger side wiper and will not complete its cycle leaving most of the driver side windshield untouched.

I have manually pulled up the driver side wiper but if I do that it eventually ends up getting stuck on the left side of the car and won't return to the resting position unless i force it down. This basically means past a few cycles the drivers side windshield wiper is unusable.

Was hoping someone here could shine some light on this problem before I bring it to the shop and hopefully give me an easy fix.
