Thinking about getting a '06 yaris with 215 000km on it

Current owner hasnt done any work on it beside changing oil and brake pads..

Will need a new windshield and bumper.
He's asking for 4500 $CDN.

What do you think?

That would mean junking my '98 tercel with 350 000 which is a shame, but it seems like such a deal.

IMO it's not worth that much. He enjoyed the car and you will end up doing the repairs. I'm sure there are other good deals.

So that's 133,594 miles.

Not that bad really. Of course it really depends on how it was maintained. Does he have oil change interval records?

You mention he hasn't done anything other than oil and brakes. At that mileage, other service should have been done such as a full tune up, drive belt change, auto transmission fluid change(s), alignments, ect.

This means that you will immediately have to do these things after a purchase.

Nevertheless, about $3,600 USD is a rare opportunity to own a Yaris.
