hard time putting bumper back on

Taking off was the easy thing, but now im having a hard time putting it back on. i mean it snaps into place find "top of wheel" and i can put the pins back in on top, but im having a hard time putting the screws back on the bottom.

im not sure what over laps what, and where the screws go into...

ill search around some more, but man....

try putting in the bottom first, then the top???

it was the screws that was giving me a headache, in the time after i posted, i got all screws in but the ones with the white iono what to call it.

The flippy like tabs on the bottom of the bumper was confusing me. so all is left is to get the screws to go into the white things, one in the middle just spins around now.

i only screwed on the bolts that are into metal. the ones that screw into the clips i left out. i think its the 4 that have the hinged plastic piece.

the pieces in front should be on the bottom so when youre driving water cant be forced in...
