fuel tank hatch cover

I got under the seat and removed the cover to the fuel line that comes out of the tank.
I tried to remove the white plastic screw cover that gives you access to the fuel tank. It has a bunch of plastic ribs around it. There is some special tool that toyota techs use I guess.
Anyway I tried to bang it loose with a block of wood and hitting the ribs here and there.
It wouldnt budge. At all. Any ideas on how to get it off without a special tool that costs a ton..??

No it is definitely normal - right tighty, lefty loosey. Did you buy the real Toyota tool or a generic one?

The OEM one has notches in the fingers that slip over the ridges and must grip better. When I took one off for the first time I spent about an hour whacking it with a deadblow hammer and a piece of oak. Each whack rotated it about half a mm.
