New coolant sensor and car won't start

So I previously had to rebuild my car's engine do to it getting flooded and bending 2 Pistons... Engine is rebuilt (my car is a manual transmission)
car takes sometimes a little time starting check engine light is on and has a new coolant sensor when I plug it in the car would not turn on I'm running with it disconnected but sometimes the car revs up till 2000 and slowly goes down to about 1500 to 1200 other than that the car works perfectly I do know the problem about the RPM is because the car can't reach its operating temperature or can't read it but how do I fix the coolant problem check engine light is on coolant light is on and my gas mileage is A bit poor... Please help!
