Check with http://jlbmotorsports.com/

That is where I bought my Rotas, and they were a good price, with included shipping.
They are based out of California, so I am pretty sure they would charge extra for shipping outside the US, best bet is just to type in Rota Dealer Canada in google, and pray something comes up, then just comparison shop.

Sorry, I had to edit.

They will ship to Canada. Looks like $200 shipping/customs/taxes charge for a set of four wheels, but you get a $50 instant discount when you order online. I doubt you would have any problems ordering from them. I ordered rims for my daughter's Scion xB and had them in 3 days.

I will tell you this. When I ordered my wheel and tire package through a US online operation, even with the exchange and border crap, it was cheaper than sourcing through a Canadian operation.

Shipping was free to Canada via Fedex (had to be a wheel/tire package deal). Just had to deal with brokerage. I'll get flamed if I mention the retailer, but it worked out for me.

Does that quote include the lugs and hub centering rings? If so, there is nothing else you need. How much were the Drag rims you were going to purchase locally?

Can you get the tires for $400? If so, you are as good as local going with Discount Tire. Better yet, get a quote from DTD with Falken tires mounted and balanced.
