New Tires Question

Hey all, I have some noob questions about tire replacements. I have a 2008 Yaris HB (purchased used) and need to replace my tires because the tread is pretty worn. My car came with 185/60-15 tires.

1. Is gas mileage better with the stock size tires of 175/65-14? If so then I would go with this size.

2. Regarding the TMPS sensors, the car manual says I need to have the sensor codes registered when replacing the tires. Do I have to have this done at a Toyota dealership or can any tire place do this?
