roof scoop

I like the look of them and I like fresh air so is there a way to make them functional when I want it and seal it up when I don't need it? I saw something like this awhile ago and I wanted someone to point me in the right direction.

I love that idea. I love the look of roof scoops...as long as they're not gigantic. Hopefully someone can point you so that I may leach off of their reply
