1.3 vvt, hi idle speed on startup

Hi,
I have a 2004 Yaris Verso auto. NCP-20L 1.3 2NZ-FE.
when it is started cold without a foot on the gas pedal, the idle speed jumps as high as 3000rpm before it comes down to about 1600, where it hangs about for at least 30 seconds until it settles down around 12-1400rpm untill it warms up.
outside temp: -10 deg C / 14 deg F

Is this normal?


no other "modern" cars i drive these days do this.
It cant be so good for engine wear jumping up to 3000rpm as soon as the engine fires. We've had the car since 2008 and it's allways behaved like this, even in warm weather it jumps to at least 1600 when it fires.

advice would be appreciated.
