Strange issue on decel

Gotta weird one for you guys...


On decel (no throttle input) our cars suppost to go into open loop and shut down the injectors

In the last 2~ years Ive noticed mine does not aways do that and it actually hangs the throttle open around 3-3500 pretty consistently. Say Im cruising down the highway(in that 3-3500rpm window) and clutch in, it will hang 3k for a while. Ill even pull over with it still buzzing 3k. Eventually it drops down to normal idle. At first I thought it was an emissions move to "burn off" w/e fuel is left in the converter...but I was not WOT so the car should be running damn near stoich.

I can feel just letting off in gear it does not shut the injectors off and I can verify this with my scangauge2 because my instant MPG will usually sit at 105~mpg instead of going 9999, also the closed/open loop monitor will say closed.

If im moving down the road I can blip the throttle to 3k with the clutch in and it will hang there.

It is very odd, youd think vacuum leak, but it does not happen above or below that 3-3500rpm window and the car idles fine any other time

Before its asked I regularly clean the throttle body and MAF every 15k

I remember removing a dash pot in my 87 truck solve d this RPM hang problem. Maybe it's similar on all Toyota EFI. Look for that around the throttle body.

If that is not it it's usually too much air in the ICV or your ICV is sticky.
