Refrigerant low?

I looked into the tiny round window to view the refrigerant line.
The view chamber and refrigerant lines were empty but wet with an occasional bubble going through. The motor had been shut off for a few minutes. I am concerned it might be low on refrigerant. How do I tell?

You're supposed to view that window with the AC running wide open, at a reasonable summer air temperature. It should be clear, with no bubbles. When it's bubbling, the refrigerant is low. An occasional tiny bubble isn't a big deal.

Should the chamber be empty with the motor stopped and full while the motor is running?
