LOW RPM @Idle speed = Bad Volt Generation?

Hi, I am having troubles with Bat charging. I have 2 weeks driving with 10.8 to 11.5 volts (~70-80% Battery level). I chech my alternator and its working rarely, in some times at low rpm lights start blinking (high ripple voltage). But also, I have noticed Low RPM when car is at idle speed (~400 - 600rpm) are this normal? Anyone knows what is the minimun rpm alternator, to supply 13.8V? Thanks, /jp
