Clean wear middle of rim ?

How can I clean up what appears to be burn on the middle part of the rim as seen in this image ?

I would start with a rag and simple green. Slowly work up from there. You shouldn't have to go above a green scotchbrite pad. one thing that i know for sure is if that is the hub mating surface you "DO NOT" want to be removing material without a good mill.

good mill = a good milling machine.

Yodabird, is there a reason you need to clean that particular area?

I want too smooth it out, make it appear a little better then scratch marks as it looks now.

those aren't scratches...they're normal marks by the cutting tool that finished that area of the rim.

Is that the hub side or face of the wheel? That is one shitty picture.
