Is the relay light blue and have the part # 90987-02027 on it? If so then I have the right part.

The relay had a reading on one pair of terminals and the other pair of terminals did not register a reading at all. Does that mean that the relay is good or bad?

That would theoretically mean that it is good.

Hey Scott,
I tried your mod for havong the fogs run independent from the other lights and it did not
work. I also noticed a similar post that says to splice the orange wire at pos 4 to the white wire at pos 13.
What gives.

You've got too many threads going now on this, but as far as the pin 13 versus others go, there are many ways to skin the cat. Jumping to 13 makes the fogs only work when the headlights are on (but with either high or low beam), whereas normal operation is only with low beams and grounding makes them work at any time, even without the headlights.
