I got one as a gift and it's not worth the time wasted in clipping the thing on (which is like 10 secs BTW). The magnets are pretty strong, though, so they could have other (more interesting) uses...

Most car companies have billion dollar research and development departments dedicated to getting the best performance out of a car,odd gimmicks like the one here have usually been tried and tested and found to be useless,if they did anything at all you can bet they'd be standard equipment on most cars.
Not always, sometimes they tune to meet emissions, decreasing performance and economy. Cars usually run slightly richer than stoich because the cat likes to be very hot and the reaction of unburned fuel in the cat generates large amounts of heat. This decreases emissions and MPG. Also, car makers don't use lean burn in the US to meet NOX emission standards, while in Europe they can. That's why the same model car with the same engine gets better MPG in Europe.
