So 1.6°C ... i assume you have proper amount of glycol in your cooling system .... and if not it still won't freeze on that temperature anyways :/

Is the upper hose hot?

Coolant returns into the engine down there so it's possible it's been cooled down by the rad to the point of not feeling hot anymore.

The top one should be the hot side. One these engines, when the t stat opens, it lets coolant into the engine.

Thermostat heater cooling system temperature gauge.

The cabin heater is also a radiator cooling the system coolant. I would like a temperature gauge. My 1989 Tercel temp needle ran high for awhile. Then, I'm guessing, the thermostat or some blockage unstuck and it ran dead center again. Then the needle ran low and I stuck some cardboard behind the grille. And then got normal again. (Note: approach to non safety-critical items evolved as death-by-rust-inspection approached.)
But this dual-idiot-light-no-gauge approach of Yaris gives no such ability to track trends enough before extremes.

What others have stated above. Check the top hose, it has cooled down enough by the time it reaches the bottom hose as well as through your heater core.

I find the 1nz cools very efficiently when outside temps are low

If you have drained coolant recently, you may not have gotten all the air out of system?

You are saying you are not getting heat inside the cabin?

The heater core could be blocked....

lower radiator hose temperature coolant thermostat heat heater

We ALL now need to be curious and check the operating temperature of the fleet's lower radiator hoses...noting, at mimimum, ambient temperature.
