Toyota does sell the replacement filters (and the cover bolt), but they are easy enough to clean. If you stripped it you will have to use an extractor to get it out.

I checked the resistance of the camshaft position sensor and I get 1.172k Ω cold. The manual says that is should read 1,630 to 2,740 Ω cold. So maybe the camshaft sensor is keeping it from starting? The first one went bad because of oil and the one from advance was bad all along... The resistance of the crankshaft position sensor is 1.371k Ω cold which is in specs for a good sensor.
