That's actually a special limited edition plate they released in Chiangmai a couple of years back to celebrate the arrival of the giant pandas. These days you won't get one for less than USD$2000 and ones with "good numbers" (basically lots of the digit 9) can run USD$25000+, so it's somewhat of a status symbol, for those that dig them.

serious? but that has to cost $$$. buying another set of taillights, shipping it to you, paying for the parts/labor, and shipping it back...

This one's actually been a lot of work, and that Playstation steering wheel and screen for the passenger is pretty cool, though they could have used a proper wheel like the Logitech one, but I digress..
