Bump Steer?

Whenever i drive through a hump or bump, my car's steering wheel will shift to the left & so will the car. I've done wheel alignments but that doesn't help. It was like this ever since i brought it (2nd hand).

Is this a tough job to fix? About how much does it cost?

Cheers fellas
