define "whiring." as in, when you rev the engine, you here a tone directly proportional to the rpm's of the engine?

Sounds like there isn't sufficient suppression on the power lines to either the hu, amp or both, or the line in cables to the amp are running too close to a main electrical line in the car.
First check the path that your power and line cables follow. If they are clear from the cars electricals then install a suppressor (not sure of the technical term) directly on the power line to the hu. Shouldn't really have to put one on the amp power, but the problem could also be a faulty amp. |

Did you ground the amp and make sure you are actually hitting metal?

99.9% of the time your issue is caused by a connection with high resistance AKA (A BAD GROUND or Power connection).
There are many reasons for this. Ground cable connected to painted metal or metal that barely touches the chasis, using a self tapping screw that doesn't hold tightly to secure your ground cable. Using too small of power wire. that .1% = a bad amp. |

I had this problem once, and solved it by turning down the gain on everything(amp wise). Now its quiet/the way it should have been.
