Braking + engine issues

When I brake nowadays, the engine revs and then goes back to normal. Sometimes I can feel the extra power before my car realizes it's supposed to brake. What's going on?

Also, my right fog went out for good so I've just been driving with my fogs off. My right HID used to not turn on initially and I had to turn my headlights on and off repeatedly until it turned on. Now, it doesn't turn on half the time. It's probably water damage, right? Or is it something electrical? (Remember that SoCal had crazy, crazy rainstorms recently)

Is this an automatic? It's common for those to downshift and rev. That's just engine braking. But seeing how it's just a recent thing for you, then your ECU may have adjusted itself after modding. What engine mods do you have? Exhaust?

As for foglights, all I can tell you is have a look at the wiring on the right side. If it looks fine, you may have to replace the ballast. It may have also affected the bulb. Looking at the fuse at this time also helps.

repeated on/off of the HID will fry the ballast.. don't do it.

Yes I have an auto, and I have a CAI and axle-back exhaust.
