Blower only works on LOW

I swapped the green bulbs inside the climate controls for LEDs. Since then, the blower fan only works on low (setting 1). On 2, 3, and 4, the blower doesn't run.

When I turn the switch from 0 to 1, I hear the heater relay click on. When I turn it from 1 to 2, I hear it click off. Turning it to 3 or 4 makes no click, since it's already off. So for some reason, the relay isn't turning on with the higher settings.

Voltage at the blower connector measurees 12V on setting 1. The other settings show 0V.
I removed the blower resistor and did 3 measurements as shown in the service manual. All three are slightly high (by about 0.4 ohm), probably just due to age and/or cheap leads on my meter.
I removed the blower switch and measured resistance as I rotate the switch from 1 to 4. I get continuity between pins 5-9, 5-10, 5-6, 5-7, respectively.
