If it is a stock set up you should have what you need in the trunk. Otherwise you would be in big trouble if you had a flat.

Are you sure that they are saying per bolt, or is it per rim and the $20 is the unmount/remount/balance fee?

What CT said. Are you buying tires? If so, that should be included.

I can't tell if the OP wants to rotate the wheels, or actually changes tires on wheels.

If you bought the car used and the jack and iron are MIA, any 2-Ton trolley jack and a cross type tire iron with a 21mm socket (from a local auto parts store) will be sufficient for changing and rotating your wheels. (given that you have stock wheels and lugnuts)

Even though it is heavier than the scissors jack from Toyota, I prefer the stability of the trolley jack when changing wheels at home, and the cross type wrench allows me to put more torque on the lugs to get them off.

If you want to spend less, goto a salvage yard for a Toyota scissors jack and lug wrench from most any of the economy models. (Yaris, Corolla, Tercel, Scion XB and XA)
