do these (or any ) "performance chips" really do anything? and is there a downside to using them?

i figured the hp gain was a lie.. but the MPG gain was what i was interested in.. how do these chips "work" do they lean out the engine or something

They are cheap POS made in china resistors that are supposed to lean out the engine but most of the time just end up causing mechanical/electrical issues.
