Lowering alignment/rubber on springs

I have a set of TRD (eibach) springs installed. the rear one's have a platic coating around the spring tubing, is that suposed to be at the bottome or the top when installed.

2nd question is... now that i have dropped it and added 15's do i need to do an alignment on the car.
