Cruise control question

I am wondering is there a way to make the cruise control a throttle hold.

I do not like that it will engine breaks down hill downshift and rapidly accelerate up hill.

I prefer the way my is300 was it just held the throttle and if you went down hill it just went faster if you went up hill it slowed.

I got so much better fuel economy over long distances in that with an engine double the size.
