are you talking the plastic bit?
yeah, trim that piece away if it's rubbing. the insides of my fenderwells up front (metal upper portion) have places rubbed down to bare metal after 4 years of autocrossing on a super wide tire. bottom line, if the surface you're rubbing on is not harming the tire, you really have no worry of damaging anything.

its actually metal if u look at my pic u see the flat black metal just befor the tire well at the bottom edge it bends in to hold strength to the curve of the metal but that 1/2 inch of metal in some spots slams my tires so i was thinking of bending the metal up and flush with the Qpanel or cutting that 1/2inch away...maybe even rolling is a way to go but i dont want to spend money at this time

maybe going to the proper tire size would help?
you could probably bend that seam over in the spots that it's rubbing without causing any real damage. a BFH and a punch would do the trick but yeah, order the correct tire size and that'll help a LOT edit: looked at the picture again, i don't see any flat black metal

I have a fender roller that I used on my other car. Great tool for getting that extra bit of clearance.

it looks like there's a gap in front but it's fully slammed in the back. Stiffer springs would help some. Also, when you say "inner" lip do you mean the part we can see in the picture (which is "outer" to me), or the inside of the tire, towards the center of the car.
Another thing to try might be a camber shim kit in back to get those big wheels to tuck a little better.
