no voltage to drivers power window control

2011 yaris. both front windows quit working. removed 4 switch panel from armrest NO 12volt power on any wire. Fuse is getting 12v and is not blown. rear windows work with buttons in back doors.what is between the fuse and the switch that could be dropping the 12v?
