Toyota Yaris hatchback velco fabric attached to luggage cover

Hi everyone,
I'm new here, and just got a Yaris hatchback 2008.
I have 2 questions please :

I'm already familiar with what some call a luggage cover like the one in this video :

However, this one has a black fabric attached to the back of it with velcro strips on it, and I have no clue how or where to install it.
For now it's just hanging there, seemingly without a purpose.

Searched high and low for videos showing where those velcro strips are supposed to attach to, but found nothing.
I'm assuming it somehow attaches to the back of the seats, but not sure, as it's not obvious.

Does anyone know of a video that might show how to properly install this fabric, and where exactly the velcro is supposed to attach ?

I owned an Echo hatchback before, and know that the only way to get more storage is to put the seats down.
Just wondering if other Yaris owners have come up with any other creative ways/hacks of getting more storage with the seats up ?

There are supposed to be 3 mating velcro strips on the back of the rear seats just below the headrests.
