Yaris hazard lights turning on by themselves [2012 RHD]

This problem would occur intermittently and i noticed this a few time while i was driving but it never lasted more than few seconds but now it is happening even when the car is off and parked and now it lasts for a good while and this wont stop it even if i unlock the car or even drive it, last time the indicators were hyper blinking that they almost looked solid, after that i removed the fuse but now i can't use indicators, even after removing the fuse the indicator ticking sound was coming but no lights were blinking. From internet search It looks like the flasher relay has gone bad but here i learned that 3rd gen doesn't have a relay. Now i am trying to figure out what i can do with the instrument cluster or if its something else, because why would toyota inbuild something that would have to be replaced. I have checked all the fuses and all were ok.

UPDATE:
Thankfully in my case the problem is not to do with the cluster. I have narrowed it down to hazard switch or hazard light system because the problem comes back as soon as I reconnect the hazard switch.
