Heat soak?

my car flies through traffic on full throttle when i get off work which is about 28-29 c°/ 82-85 f°...but when i goto work (35-37c°/ 95-99 f° and about 60% humidity), i feel like my car is struggling..is it normal for N/A cars?

earlier i got smoked by a new bmw 3 series and just pissing me off..LOL
