my guess is cost, if it wasn't mandatory or needed in certain area's y bother..... yes they save maybe 40-60 bucks if not more per car, u say nothing....they sell 20,000 and save that much on each....they are laughing ($80,000-$120,000)
jsut to let u all know, nothing i jsut said is based on facts.... 100%guess. i dont even know how much the relay costs...
