Question anyone know about or do metal work....

so i have these moon discs on my wheels and i deff like them and want to keep them on but they cover up the valve stems , is it possible (which im sure it is) to cut out holes in the moons where the stems are would this be a professional job or just need the right tools to cut the metal ? i guess they are aluminum

thank you in advance to anyone that knows anything more than i do about this
