I believe on OEM JDM RS cars, they are linked to the front foglights, and controlled through the steering column stalk.
But nothing stops you from wiring them in a way that you want! For example, here, since we never really have any fog, people wire them in to the brake lights, makes it very visible! On my own car, the front and rear fogs are on individual switches. No sense blinding people behind me!
