The blinking light on the switch says that it is getting power, so it's not a blown fuse. Inside of the master switch for the power windows there is quite a bit of circuitry, including a microcontroller. The easiest fix would be to replace the power widow master switch, but if you can't find one the next option would be to attempt to repair the existing one. The likely bad parts within it are either the switches themselves or some of the electrolytic capacitors, which tend to dry out over time.
