I know the battery is not charging or there's some kind of electrical issue going on?

If the battery isn't charging, my first thought would be the alternator. I think a better question might be : Why wasn't that the mechanic's thought before the battery. The only answer I can think of to that is a bit cynical----he had a battery in stock, but not an alternator.
