Any way to lower the seat or raise the steering wheel?

My legs are a bit too long and come up very close to the bottom of the wheel. It is a problem especially when turning because it will often get caught on the top of my legs.

I think I remember seeing a solution but the DIY was hard to follow. Can someone explain how to lower the seat or raise the steering wheel?
