Yes, seems expensive, but like Wee stated, totally different market so you'll have to do your research into what cars go for.
As for the car itself, why is the seller getting rid of it? As a buyer you shouldn't have to pay more than market value for a modifed car, they are more a liability which is why mods never increase a cars value. So don't let the seller use that as leverage to ask for more. Also, unless the mods were done very well, the car could be more maintenance then stock. You'll have to assess the mods that have been done to make that call yourself. However if you want to mod your car down the road, then yes buying an already modified car can save you money, just be aware that you may be wrenching it more than you would like especially compared to a stock car. If you don't wrench yourself then you'll be paying a mechanic to do it and that can get expensive when you're dealing with a modified car that you or the mechanic did no do themselves
