Is Absolutely Red primary red? color wheel

All colors are one of, or some combination of, the three primary colors--red, blue and yellow. The perimeter of the wheel has all the colors that are mixtures of two of the primary colors. (Orange is red and yellow, green is blue and yellow, and purple is blue and red.) The inside area of the wheel is all the colors with some of each primary.
Question arises when, for example, a powdercoater uses color match samples rather than cross reference number/name charts to pick color.
