Here is a photo in the back of mine. I have the 60/40 split seat, but I assume the fold over flaps are the same. If you have the cargo mat, take it out and the flaps are underneath. You have to lift up pretty hard the first few times to get them out of the grooves.

Ahhh...I have the solid back seat and the powered sub installed in the cargo area that I would have to unbolt and remove in order to use the shelf. I didn't even know that was there though! Pretty nifty, I guess I should actually take a moment to read the owners manual some day huh?

With the solid seat I don't think the flaps would be of any use anyway. They would not lay flat because of the couple of inches the back of seat sticks up above floor level when laid down.

This was the whole reason I had to get the power package. Back had to be pretty level to put the dog crates in. Still don't get what power windows has to do with the folding seats, but whatever.
