The BOV is placed after the turbo, in the compressed air (turbo to engine) section. The purpose of the BOV is to both help regulate maximum pressure in the intake (so it can be set to xxx max PSI) and to "blow off' whenever you lift off the throttle.
If you didn't have a blow off, or didn't have one properly sized for your application, on top of not being able to regulate the boost pressure you would get an effect called compressor surge. Basically when you snap closed the t/b blade (let off the gas) you have alot of pressure that is built up in the intake piping, and it has nowhere to go but back thru the turbo itself. This is generally pretty hard on the turbo, and can lead to bearing failure etc etc.
