Yes. Most service depts and local garages do not prefill a filter.
While it is a good thing to do no harm will come to an engine if you don't. As Yaris Hilton said, it only takes a couple of seconds for it to fill and oil pressur to build up. Just don't redline it the second you start it and it will be fine.
