does anyone know if we can just take the top cover of the steering wheel without touching the airbag..just want to paint it..

If you mean the face of the steering wheel with the chrome Toyota logo, then no. You would have to pull the airbag, and then drill out the rivets that mount the cover to the frame of the airbag assembly to separate it.
