It's more of a putter putter ... like press your lips together and blow lol and that's what it sounds like.

excessive water in the muffler for some odd reason? did you back into a snow bank and got snow in the exhaust which then melted, and isn't draining out for some reason? lol

Nope that's not it...

I did a quick check of the rubber hoses and everything seems fine. I am now thinking it could be the PCV Valve? I usually change it every year (cheap part) but I haven't for a while.

Also I am due for new spark plugs but I don't think that would be it.

PCV and Spark Plugs couldn't possibly make the sound you are describing. I am pretty much 100% that it is an exhaust leak somewhere. Take it to an exhaust shop that checks for free. Most will give you a free estimate (at least you will find the problem then).
